Advisory Board

The Commonwealth Neurotrauma Initiative (CNI) Advisory Board met for a regular business meeting on Wednesday, May 10, 2000 from 12:30 p.m. to 2:00 p.m. at the Department of Rehabilitative Services’ Central Office. John Ward, Chair, convened the meeting at 12:45 p.m.

Members in attendance were John Ward, Phillip Brown, Jay McLaughlin, and Patricia Tiernan. Doug Harris attended as the designee of the Commissioner of the Virginia Department of Health. Kathy Hayfield attended as the designee of the Commissioner of the Virginia Department of Rehabilitative Services. Also in attendance were Patti Goodall, Virginia Department of Rehabilitative Services, and Ana Hernandez, Board Staff.

A public comment period was held. No public comment was offered.

Kathy Hayfield made a motion to approve the minutes; approval was unanimous and the motion was passed.

It was determined that Dr. Ward will contact the Office of the Secretary of Health and Human Resources (OSHHR) to schedule a meeting to brief OSHHR on the CNI regulations. Doug Harris will attend this meeting also. Dr. Ward asked Ana Hernandez to provide him with a list of individuals who have inquired about the status of the CNI grant program.

It was determined that the Advisory Board should finish the Request for Proposals (RFP) concurrently as the regulations are in executive review. Doug Harris provided a final copy of the proposed regulations; Ana Hernandez will make copies of this and of the most recent version of the RFP available to Advisory Board members before the next meeting. Advisory Board members estimated that RFPs will not be issued until November 1, 2000.

It was clarified that traumatic brain injury must be specified in the RFPs.

Advisory Board members discussed how to publicize the RFPs when issued. RFPs are required to be publicized in the Virginia Register; other suggestions included newspapers, the Virginia Regulatory Town Hall, the Virginia Board for People with Disabilities newsletter, the Community Services Boards, the Employment Services Organizations, the Virginia Brain Injury Council, the Virginia Spinal Cord Injury Council, the State Independent Living Centers, and the Neuroscience State Society. Dr. Ward will determine who the research contact person is at each medical school.

The next meeting is scheduled for Monday, September 18, 2000 from 10:00 a.m. to 12:00 p.m.
