The Commonwealth Neurotrauma Initiative (CNI) Advisory Board met for a regular quarterly business meeting at the Virginia Department of Rehabilitative Services, 8004 Franklin Farms Drive, First Floor Conference Room-101, in Richmond, Virginia. Patricia Tiernan, R.N., Chair, convened the meeting at 10:05 a.m.
Public Comment Period
Two individuals were present for public comment: Joey Wallace, Ph.D. and Tony Gentry, both with The Partnership for People with Disabilities (CNI grant recipient #03-313, Commonwealth Consortium on Handheld Technology). Dr. Wallace and Mr. Gentry commented on the progress and success of their grant project to date. They expressed concern about the expiration of their current CNI funding on December 31, 2005 and the need to secure funds to continue the program. They are developing an on-line version of training to continue beyond the life of the grant funding. Dr. Wallace and Mr. Gentry indicated that they have been pursuing, and hope to secure, additional funding for research, development, and training in the usefulness of handheld technology.
Approval of March 18, 2005 Minutes
Rob Boyd made a motion to approve the minutes of the March 18, 2005 meeting; Commissioner Rothrock seconded the motion. The motion passed unanimously.
New Business/Announcements
Presentation on Community Needs on Spinal Cord Injury (SCI)
-From Sharon Russo, Woodrow Wilson Rehabilitation Center
Sharon Russo presented WWRC’s experience with how SCI rehabilitation has changed dramatically over the past across 20 years, primarily due to shorter lengths of stay in acute care / rehabilitation facilities. Ms. Russo provided several areas of recommended focus by the CNI Board: 1) improved registry reporting in regards to technology and updates 2) statewide peer support—knowing who needs services, collaboration to make efforts towards peer support models vs. everyone (MCV, NIH & WWRC) working in a silo and 3) a statewide inventory of SCI resources for services available across lifetime continuum with mechanism for maintenance of data. Ms. Russo also commented on emerging neuroscience and rehabilitation approaches such as activity-based function recovery, functional electrical stimulation-assisted exercise and body weight supported ambulation training.
Recognition of Pat Tiernan, Phillip Brown & Rob Boyd
Three CNI board members finish four (4) year terms June 30, 2004. One member was eligible for reappointment, but is moving out of state. Positions open for reappointment as a result are:
1. One person licensed by a health regulatory board within the Department of Health Professions with experience in brain or spinal cord injury rehabilitative programs or services
2. One Virginian with traumatic spinal cord injury or a caretaker thereof
3. One citizen-at-large who shall not be an elected or appointed public official
Gubernatorial appointment applications were submitted to the Secretary of the Commonwealth on March 15, 2005. The Governor’s Office will announce new appointments July 1.
Jim Rothrock presented awards on behalf of the CNI Advisory Board and the Department of Rehabilitative Services to Phillip Brown, Robert Boyd, III and Pat Tiernan for their support and service to the CNI Advisory Board.
Patricia Tiernan adjourned the meeting at 12:45 p.m.
